Dr. Cleofe M. Bacungan Natatanging Guro Awards

Dr. Cleofe M. Bacungan Natatanging Guro Awards (CMB NG Awards) was instituted in 2007 by PSHS Batch 82. It is the primary element of the Dr. Cleofe M. Bacungan Natatanging Guro Endowment Fund (CMB NGEF). It has since evolved into a tripartite project among the PSHS System, the PSHS National Alumni Association and the PSHS Foundation, Inc.


The CMB NG Award is given to an outstanding teacher for following clusters:


Mathematics and Computer Science; Natural Sciences and Humanities and Social Sciences.

The criteria for selection are teaching effectiveness; research and/or creative work; academic background and professional development and other accomplishments and achievements including extension work.
The CMB NG Selection Panel, composed of representative from the PSHS System, a representative from the academe, a recognized high school educator and an alumnus/alumna, deliberates on the credentials of nominees and selects the deserving Natatanging Guro based on
the defined criteria.

The CMB Natatanging Guros are given cash awards and plaques of recognition.

About the Movie

“PISAY”, directed by Auraeus Solito, PSHS ’86, winner of the Best Director, Best Production Design and the Audience Choice Awards at the recently concluded Cinemalaya Philippine Independent Film Festival, is a story about eight students who makes it to the premier science high school during the politically volatile 80’s in the Philippines. These students find the world outside, with the chaos of the end of the Marcos dictatorship erupting into the People Power revolution in 1986, being replicated within the school as they struggle to graduate, contend with teachers, classmates, family, school officials, and a new classification system to segregate students into two groups based on their academic ranking. It chronicles their journey of self discovery as they go through the joys and pains of adolescence.

The screen writer is Henry Grajeda, also of PSHS ’86.

The Director

Auraeus Solito, is the man behind the award wining film “Ang Pagdadalaga ni Maximo Oliveros” that won 15 international awards including 3 awards at the Berlinale, International Forum for New Cinema. He also directed “Tuli” that won Best Picture and Best Director at the Digital Competition at the 2005 CineManila Film Festival and recently won the grand jury award for international narrative feature in the Outfest Festival in Southern California and the NETPAC Jury Prize at the Berlinale, International Forum for New Cinema. He is the first Filipino to make it to the premiere independent film festival in the world, the SUNDANCE Film Festival in Park City, Utah, USA, two years in a row for both “The Blossoming of Maximo Oliveros” and “Tuli”. “PISAY” is his 3rd dramatic feature film.

Aruga Art Exhibit

The arts and the environment came together in Joven Ignacio’s third one-man show aptly entitled “Aruga : Handog ng Sining sa Agham”, which opened from January 26, 2007 to February 2, 2007 at the North Court of the Power Plant Mall, Rockwell Center, Makati City. The exhibit, co-sponsored by Rockwell Land, Inc benefited the scholars of the Philippine Science High School Foundation Inc.’s (PSHSFI) Godparent Program. Young art prodigy Myra Ruth Picart, a junior student and scholar of the Godparent program, also showcased some of her acrylic paintings during the exhibit.

Ignacio is known for producing much-admired paintings of flora and fauna in their unspoiled environment. His paintings on wild life art remain sought after and are well appreciated. In art circles, he is recognized for his communion with nature, real or imagined, and his works are sought after by domestic and international patrons. Ignacio, who is an architect-painter, is a staunch advocate of environmental awareness and at the forefront of the emerging field called “green” architecture.

A graduate of the University of the Philippines, Ignacio was a British Council Chevening scholar in 1992. He has a Masters degree in Architecture from Sheffield University, and a fellowship from the Higher Education Funding Council of England. He was also the recipient of a grant from the Swedish International Development Authority for Heritage Architecture Preservation at Lund University.

Ignacio is involved with the Green Architecture Movement of the United Architects of the Philippines and with the UP College of Architecture where he teaches topical design and rendering techniques. He has been active in various fund raising programs for different organizations through his art; and is widely recognized as one of the leading naturalist painters in the country.

Infrastracture Program

Undertake/fund necessary repairs of school’s physical facilities e.g., the painting of the buildings of the school; repair and upgrading of restrooms; improvement of ventilation of activity centers, etc.

Evaluate the structural integrity and deficiency of the school’s physical facilities, particulary of the school gymnasium and raising the funds required to carry out needed repair/upgrading.

Godparent Program
  • Underprivileged scholars are given additional stipends to defray their expenses for food, school materials and other basic needs.
  • Providing and/or facilitating simple leisure activities for the godchildren like watching plays, PBA games, others
  • Organizing activities towards the holistic development of the godchildren.
  • Supervising  the  godchildren organization.
  • Raising funds from generous parents, alumni and donors either by direct donation  or towards the capital fund of the program.
  • Facilitating “adoption” by godparents by bringing the godchildren to their homes or inviting them to attend family events, others.
  • Attending to the other needs of the godchildren like addressing tutorial and mentoring needs, arranging for medical/healing  for physical and psychological concerns, others.
  • Management of the Godchildren Care Fund which has been instituted to provide the funds necessary for the holistic care of the godchildren.
Student and School Assistance Program
  • Provides financial assistance to Scholars attending competitions and seminars both local and international.
  • Provides financial support to school activities
  • Funds  relevant researches of scholars

Teachers are given monthly honoraria at various levels based on their performance during the immediately preceding school year.

  • Faculty Development Grants.

Teachers are  given financial assistance to be able to attend workshops, conferences, seminars and even to pursue graduate studies (Masteral or Doctoral programs) locally or abroad.

  • Faculty Research Grants.

Teachers are given grants to enable them to do research in their field of expertise.

History

The foundation was organized on February 11, 1978 with the primary concern of establishing “teaching chairs” to help the school attract and retain the best teachers. The parents during the school’s early years saw the pressing need for the PSHS to be able to keep and maintain the school’s good teachers. They thought that one way to lessen the outflow was to add an honorarium to augment a teacher’s salary.

This program is essentially a faculty support program but aside from rewarding instructional competence through monthly honoraria, it gives grants for the production of curriculum materials and for the conduct of experimental research to enhance their professional growth.

The foundation in 1978 gave an honorarium of P150.00 for the best-qualified teachers.  In 1979, the foundation had five teaching chairs at P25,000.00 each and in 1980, ten teachers were now regular recipients of a monthly honorarium of P300.00.  During the same year, a research grant was also awarded to a faculty member who completed his doctorate thesis in socio linguistics.

In 1985, teaching chairs were reclassified as follows:

Professorial Research Chair: P100,000.00  and above
Professorial Chair: 75,000.00
Senior Teaching Research Chair: 50,000.00
Senior Teaching Chair: 35,000.00
Teaching Chair: 30,000.00

Dr. Bacungan made it simpler when she became the president of the   foundation, and limited the chairs into 3 categories:

Professorial Research Chair: P100,000.00 and above

Teaching Research Chair: P50,000.00 – 95,000.00

Teaching Chair: P25,000.00 – 40,000.00

The funds of the above chairs form part of the capital funds of the foundation, meaning only the interest earned from the investments of the chairs can be spent for the honoraria and grants to the teachers. From school year 1980-1981 up to December of school year 2005-2006, the foundation has awarded a total amount of P 10,604,900.00 to 1,354 teacher/year beneficiaries.

Mechanics of the Teaching Chairs

The beneficiaries of the teaching chairs are the teacher merit awardees  categorized into: (A) a meritorious performance award given to teachers who have obtained a performance rating of “Outstanding” in the past school year; (B) a meritorious performance award  given to teachers who have obtained a performance rating of “Very Satisfactory” in the past school year; and (C) a meritorious performance award  given to teachers who obtained a performance rating of “Satisfactory” in the past school year.

The awards are based on the Teaching Performance Evaluation System, designed and implemented by the school.
